disease infection on hybrid roses

Dear Lister
The problem is with hybrid roses only it looks like a bacterial attack needs help/opinion to deal with the disease and its identification

Are these Vases? Then this is normal. If they are on plants please upload picture of plant leaves and stem.

Thrips damage... use imidacloprid...
