Perennials seed germination problem

I sow different perennials seed but very less plants can grow why? I sow these seeds on 06 Feb 2015 after 8 days only these buds were germinate.

give them full sun... they are struggling in shade

Hmm... They are lanky and this indicates lack of sunlight... Give them morning sun and rest of the seeds will also germinate...
