Tulips in lahore

I have observed that seed vendors and nurseries are selling tulip bulbs in huge amounts in lahore. I have also observed that tulips are an absolute failure here. But the fact that they are being sold in this number does not make any sense. Is there something that i am missing out here?

Grow them as annuals..

If bulb size is good then they flower in Lahore. Chill them for at least 1 month in fridge although vendor will say that no need it is already pre-chilled. This year i intend to apply a small amount of rooting hormone to the base of the bulbs if it promotes rapid root growth.
I have seen some gardeners growing tulips regularly in lahore with reliable flowering, probably sourcing bulbs from abroad. Bulb size and chill period are two main factors per my knowledge.
