I guess nobody has experience growing them from seeds, but for sure it would take 2-3 years for a seedling to bloom

I have a tuber, which had many baby tubers. It bloomed once last year- magical it was. Then it dies back, grows again for a few months and dies back into a tuber. I don't understand it. Maybe it will bloom in the winter again! (in Karachi)

I have changed my view regarding this beauty.
It is a plant that requires little lookafter.
Tips
Select a permanant place, high tree shade or shifting shade or shade it by a net as it starts sprouting
Plant the tuber 4 inches deep to avoid demage by hoeing (godi), Better cordon the area.
They climb by the hooks on the leaf tips and require 6-8 feet tall support.
Moderate watering
Leave it for years to come.
