Bad germination rate on zinnia seeds

Hello everyone. This is my experience with local zinnia seeds which were probably imported. Before sowing my zinnia seeds I wanted to check the germination rate. So I used the paper towel method on a heat mat to germinate the zinnia seeds. After about 14 days I was only able to get 10% germination rate out of the 40 seeds. I did this to 80 other seeds as well but was not able to cross 15% germination rate. These seeds were bought from sky seeds, super yoga mix. I used a 25 to 30 degree Celsius temperature and constant moisture. There was no fungal infestation as well. Comparing the seeds to the ones I got from Thompson and Morgan there was a lot of difference between the seed quality. The ones I got from sky seeds had a lot of stray fibers coming out of the seeds. Basically they looked like as if someone brushed them off a plant and sent them to me lol. I want to know if anyone else had the same experience with zinnia from sky seeds? Thank you

That is the Perfect temperature range for Germination.. With those temperatures I had close to hundred percent germination... Seeds seem to be the problem..

Sky seeds have bad reputation.... buy seeds from Sunny view seeds Lahore, you will get 99% germination... you dont need heating mat for zinnias... unless your area is below 10 C during day time...

i bought seeds from skyseeds

just 1 seed germiniate.out of 2 pakt of sunflower (teadybaer n red)
last yaer bought zinnia from awan centr germination rate 0% too bad experience.

I also bought seeds from Sky seeds and got 95% germination.... zinnias and Okra...
