in my humble opinion, there is something wrong. such a growth and little bloom count is worrisome for me

Farhan bhai.. it is due to excessive nitrogen in the cotton seed cake...
What do you suspect other than this??

how much sun light.....when it is time, which it is...a plant should flower.

It gets direct sunlight from sunrise (7:10 am) till 3 pm..
High nitrogen decreases blooming... though it has bloomed and from mid November till date I have got around 13 blooms, which were big in size..

The plant posted earlier was not given any organic fertiliser since October 2015, its soil remained unchanged and undisturbed... NPK 20:20:20 is given 10-15 days 1 teaspoon in 2 litre water concentration... imidacloprid spray is also carried out every 10-15 days and it has proved to be very useful... i usually remove the flower buds for good foliage growth but some are left by mistake and bloom...
