You have already fertilized heavily... just add compost and let them grow... keep on spraying in 10-15 days...

Are they blooming early due to climate change

I think they are blooming late. As the should have bloomed in February start.
I have observed a strange thing that around 5 of my roses are showing no sign of blooming. Although their foliage is healthy
