It is difficult to identify suckers in your pictures. Sorry about that. I had thought that it would be easy, but it seems that all you have is suckers and a dead graft. Buy new rose plants. But here is how one can identify suckers for future:
For a new rose: First locate where grafting was done. It may be above the soil or below the soil, depending on the depth the new rose plant placed in earth. It is like a surgery mark on the stem. Anything growing below the graft mark is a sucker.
For an old rose: The graft mark is lost. The easy way to identify a sucker is by a different leaf size and leave texture from the main flowering rose. The sucker's leaves are small in size than the grafted rose. It is a thin slender
non-branching stem typically with lots of thorns. Once you identify it, trace its base and cut it right there either with a sharp khurpee or ideally with a pruning shear.

We used to buy roses from Shalimar nursery. Highest quality but slightly expensive. There must be other (or better) nurseries now...but I am not aware of that.
