You are in Islamabad where temp reduces to a good degree in Oct , nov. Normally i prefer to plant bulbs when temp started to fall below 20C. I prefer not to add fertilizer until the bulbs developed roots and sign of growth is there , liq fertilizer is used afterwards. For Hycinths , tulips unless the temp fall below 10C there will be no sign of growth, for me they are the most difficult bulbs to bloom. Goodluck to you and keep us updated.
