Khan sb look at the long tubular flower of Ecbolium vs. the ordinary shrimp plant Beloperone. The family is for sure the same.

Yes it does seem to come out and then bend down and then it is blue. I really like Justicias since they do well in shade where few other plants do well and therefore tolerate out high het summers and cold winter well.
