they are healthy plants and will soon flower... stop giving them fertilizers.. try this: get wood or charcoal ash 1 tablespoon, add little water to make as slurry, add two tablespoon common vinegar, leave this solution for 10 mins, add more water to make a suspension, give this whole suspension to your dahlias.. check the results in 10 days..

Considering the limitation of the space on the terrace, i am planning to plant the following seedlings of the flowers in pvc pipes fixed along the walls.

Spring
Dianthus
Phlox
Gazania
Cineraria
Salvia
Calendula/Pansy
Candytuft

Summer
Cockscomb
lilliput/scabiosa zinnias
french marigold
Plumosa

I have the option of installing a 4 inch pipe or a 6 inch pipe.. to my opinion 5 inch should be ok since 6 would take away the aesthetics considering the size..
1. what should be the minimum size for incorporating these flowers in the scheme
2. if i use 4 inch in case i don't get 5 inches which flowers would I have to lose..
please advise...
