What about slow growth of Al-zuhra?

Looks like your plant is getting root bound, therefore roots coming up to find more space, I recommend give it a new bigger pot, not many plants like to be root bounded.

You al-zuhra is actually Ixora... and I see the new leaves forming... it appears that there are some minute pests which are sucking plant sap beneath the leaves, spray some pesticide under the leaves....

Thanks for correction and please excuse my ignorance. You are right, I had mealy bugs attack on my "Raat ki rani" which affected other plants as well, after which took advice from you and sprayed with a pesticide. Mealy bugs have been over now and couple of new leaves popping out. I hope it gets better and brings some flowers as well.

No... it is a Hibiscus..
