This seems to be a big problem with Cestrum nocturnum. I had the same problem. I sprayed, pruned, hard pruned but nothing worked and finally I pulled out the plant. I think a lot of infected plants are propagated and this is sure a problem. Maybe the only guarantee for a virus free plant would be to buy a specimen a few years old which is difficult since even huge plants might only be several months old.
