Moisture meter reliability

With temperature rising i have noticed a somewhat different phenomena in some plants . Using the moisture meter the indication is that the soil is still moist. However their leaves droop. When i water the leaves are up again. So should i still use the moisture meter or water when the suface soil becomes dry
