Your palm is infested with mealy bugs and scale insect combined... just use general purpose pesticide for plants... spray every evening for a week, then every third day for 15 days... scale insect will remain attached to plants after death so you have to remove them physically...

You second plant is Pisonia alba, it does not do well in winters so let it a bit dry between watering, in March, add lots of manure in its pot..

Corotons are humidity loving plants.. dont do any thing to coroton right now except to save it from cold wind... in March start giving it NPK in very diluted liquid form on daily basis, it will inshaAllah respond... once it starts growing quickly, pinch the main growth to ensure lateral branching...

for Hibiscus, take it out from the soil... remove the old soil, trim the dead roots and replant it in fresh baalu mitti with little manure... 3:1 ratio... keep it well watered in shade for a week then bring it under full sun...
