Black Eyed Susan indeed is able to survive and behaves like a perennial.

Rather than growing Black Eyed Susan from seed it's better to buy a Yellow Thunbergia vine which in 10 inch pots is available around Rs 50 to Rs 100. Thunbergia is a plant which survives even if neglected. I would highly recommend it. Let me know if you are having difficulty sourcing it.
