here's a link which may assist you. Gott is the leading expert on Dahlia's and he suggests using compost and sand as a potting medium which resonates with my experience. More can be read in detail in the link below. You would need to lift the tubers and otherwise leaving them in the pots is a recipe for rot. The main problem experienced in plain areas is the humidity/moisture during the monsoons which tends to rot these tubers.
