I had a very severe papaya leaf curl problem. You can check the older posts and look for the pictures. Most likely it will be a virus and you'll have to get rid of the plant if it gets too bad. Mine was a really ugly site so it was discarded.

Leaf curl is due to fungus and it requires a anti fungoid. Best to get rid of it that route is cheaper but that pipe in the picture, is that a Sui gas pipe? If by chance it is, could you tell the state of the soil two feet down and the smell. If what i think is true then take a iron rod and hammer it three feet down into the soil. Take it out, stand back and through a lighted match stick into the hole any drama call the gas company.
