Seepage appear on coated pots, these are salt accumalation

So should I simply wipe it with wet piece of cloth ?

Out of 4 similar pots its only appearing on rim of two pots, I used different paints on the other two non effected pots. Or maybe pot maker must have used salty ground boring water to produce these 2 pots while other 2 pots must have been made from normal line water.

Secondly I want to ask about those spent flowers that dropped from plant in 2nd pic. Can seeds be harvested from them? How?

No, Hibiscus form seed pods, check google for hibiscus seed pods and you will get to know from where you can harvest the seeds...
