Flowers Id(Solved)

I can't avoid seeing these bright colour flowers(1'-1.5'tall) in a neighouring road side lawn,everytime I go out or return to my house. Are these dwarf Cosmos?

Yet rarely seen these days, at lease where I live.
I have never grown dwart varieties,therefore,was not very sure. Thank you for confirming.
