look like "Water Hyacinth" to me, if so then its an Aquatic plant.

Water Hyacinth is a weed which has become a global scourge threatening ecological diversity. Due to its invasive nature it has clogged the rivers in Africa in particular areas near Lake Victoria. I would suggest disposing it off.
