I remember its local name in lahore is silveri. When brush its leaves, it emit strong fragrance. Dr A Y Khan has the plant. Do not remember botanic name.

Its from the family of Artemisia also known as Wormwoods... the most potent anti-malarial medicine Artemisinin is derived from one of the member of this family Artemisia annua
