Yes you can, 1 plant per 12 inch container.

i planted some plants last year they were in ground and in shade didnt produce fruits but flowers were abundant i have got some plants now and will plant in a couple of days

Grew some in the start of year around Feb-March 2013.They are still in pots but not giving fruit.Should i remove them or they will fruit again?

Yes! you can surely try shimla mirch from seeds they do very well in cold weather.
