WSA, You can cut them to whatever size you want - it would re-grow the roots. BTW, long stalks look beautiful provided the container (vase etc) is tall. It is a very hardy plant. Cut back the main stem with a clean washed pruning shears or brand new blade (careful!). Cleanliness is important to avoid infection of the freshly cut stem. It is also a good idea to change water every other week. Grow them where there is plenty of indirect sunlight...ideally directly underneath tube lights. Don't grow lucky bamboos in crystal glass (this type of glass is used for making heavy decorative glass vases and an a toxic element called lead leaches into water).

My experience was that the stems inevitably used to turn brown even after 2 or 3 years placed in waters with precautions like changing water regularly after 2 weeks and with threat and spread of dengue since 2011 there were taken out of water vases and placed in a soil pot filled with ordinary soil outdoors in a place having shade mostly and they are thriving ever since then and not even a single stem has turned brown.
If you want to grow them in water only then rainwater would be best. However keeping in mind dengue epidemic consider growing them indoors in ordinary soil.
