There is a concrete boundary wall around my backyard, which I wish to cover with some hardy-evergreen-flowering creeper requiring least of maintenance (cutting/trimming) and fast growing.......
Any help in this regards would be very welcome.....

how much sun it gets? Trumpet creeper can easily be trained to climb a wall with no paint but its losses most of its foliage in December.
Ficus pumila is evergreen and any flowering vine can be used in combination ..

If I was at your place I'd go with multiple vines.I'd suggest ipomoea,passion flower,clematis,vigna caracalla,rubber vine,Thunbergia,beaumontia,bougenvilla,Akebia Quinata,Wisteria,antigonon leptopus etc.

There are two vines which will cling to the wall Cats Claw and Campsis, all others require a support.
Campsis
