Tomatoes!!
I need to know, is the fly sitting on this tomato in the pic harmful for the plant. I have my whole plant covered with these. washed them away they came back. What do you guys suggest.?

Aphids....regular spray of general purpose pesticide required. I am using bayer confidor with good results

Ladybirds eat this insect; maybe you can get some ladybirds and put them on your plants.

Catch from somewhere, you can find them in gardens
What I use to do was to kill them my self, they attack the plant on the new grown stems and the babies are without wings and are very slow moving, as they are at one place they can be killed easily, you can use some stick; or fingers as well.
I have not tested it but some articles on internet suggest using chili pepper spray, soup spray, ginger spray as well to kill these insects.
But I am not in a favor of using insecticides on vegetables
