Feed it with well rotted manure or NPK, are you sure they were pollinated?? what is the condition of the plant?? how many plants are in its vicinities??

This a single one and in good condition. but my friend is also facing same problem and he have 5 tree.
Re: Papaya drop without gaining size
In my opinion the fruit of papaya can fall due to the following reasons
Week plant (the trunk size should be more then about 4 inches; if it is less then that you have a week plant. it can be due to irrigation, light or fertilizer problem)
Insects/fungus in the roots (dig soil beneath the plant and check if roots are ok)
No male tree (Take some flowers of male plant from your friend and touch those flowers on the flowers of your tree so that the pollen of male flower can fall on your tree’s flowers.)
