According to my limited knowledge pruning is all about cutting, trimming and/or training your plants to a manageable size also to cut down the dead growths branches, it help your plant to look good and increase its fruit/flower in quantity and quality.
In most of the cases we prune bushes and vines/climbers. In general the best time to prune them is off season or fall it could be different from plant to plant. There is no specific pruning length or size in most cases it all depend what size is manageable for you and its always advisable to use the correct tool to prune and try to make a very fine cut with a sharp tool so that the plant can recover as quick as possible and in few cases it’s also recommended to use anti-rotting/fungal powder to help the wound heal up

And another advantage of pruning beside manageable size is to have better flower or fruit for next season/year and also it increase in size and quantity so it’s always healthy to give some pruning to your bushes and vines/climbers

Now if we talk specific then pruning may vary because different plant has different seasons to grow and accordingly different timings to prune them to suit their growth and needs, like roses has their own requirements and wisteria is all about pruning and it has its own technique to prune and I heard and read it require pruning twice a year so it all depend from plant to plant but general rules are the same

I hope I answered a bit according to my limited knowledge and if I’m wrong please correct me and also share your points please.

Pruning is to cut & trim you plant giving them nice shape,increases good air circulation.Pruning is very important for plants which flower on new wood.like Peaches,pears,plumbs.roses & Westeria .
