AoA. I have sowed seeds of following annuals/perennials. Some of them have already sprouted to 2-3 inches in pots.:-
Portulaca
Cosmos
Geranium
Mirabilis
Gailardia
Cockscomb
Coleus
Amaranthus
Passiflora
Vinca

I have sowed seeds of Zinnia in their final locations, as per guidance on this forum.
My question is when (size/length of the plant) and how (soil, water and sun requirements) to transplant . thx

You can transplant them when you see 2nd or third set of true leaves. Be very careful in separating and try to minimize root damage. Transplant them in their final location. Transplant one pot per day.( this will help you analyze if any loss, you would take your time in transplanting and depends on the availability of cover) Make available something to cover the bed ( so that direct sunlight does not fall onto the plant), once you see them getting established. Remove covers. Water regularly.

Full Sun .....Normal to less watering
Portulaca
Cosmos
Geranium
Gailardia
Cockscomb

Partial Sun..Normal watering
Mirabilis
Amaranthus ( this is my opinion)
Vinca

Full Shade..Moist soil, let the soil not to dry out as well as not let it water log.
Coleus

Pinch Cockscomb and Zinnia for bushier growth as well as to avoid flopping due rains/winds

For portulaca Full sun is must. Plant it where the border is sealed from all sides as it will spread where ever the stem will touch therefore can be invasive.

@farhan bro, Thanks alot for such a detailed response.
One more question, what should be the space between cosmos plants, both in pots and in kayari?

One per pot

In kiyari you can plant them close. They tolerate close planting(8-12 inches). This will also help them support each other and not flop.
