I observed the plant more carefully and found that it is attacked by the mealybugs which are the problem.
Can it be removed by any general pesticide?

You can spray any general pesticide to remove them but if their number is less remove them with a toothpick or a cotton bud dipped in vinegar.

You have to physically remove it in such a way not even a single strand remains on your plant. Amer bail has seeds as well. So it can grow again.
