If the Bougainvillea plants are young, and the pots are small they will rarely flower. Once the plants mature (~ the height of an adult), you will have a shower of lovely flowers.

Furthermore Bougainvelllea being drought tolerant plants do not require much watering and thus are sometimes called "Jahanamiya'' (hell) in arabic.
Lavenders need a colder zone to flower like our upper northern areas.
There is a cosmos summer variety commonly available in nurseries in two colours (orange & yellow) priced around Rs 50 per pot. A single pot contains around 25-30 seedlings.

Dont water that much. Water it when it needs. Use well quick drained soil.
Those pruned produce more flowers.
This plant is heavy feeder, nitrogen and potassium but never over fertilize it.

Can a drought tolerant plant be heavy feeder?
It is directly proportional......

yes ...you are right farhan bhai. among all plants Bougainvelllea in my experience is plant which grows healthy without any fertilizer and frequent watering.so no need of fertilizer...
