Most probably Downy Mildew. Search Downy mildew on google and match your rose appearance with it.

Its heat + pests... start spraying any pesticide every third day... keep them well watered... remove the flowering buds... do not give any fertilizer!!

Not sure but symptoms are like "Rose Rosette" a viral disease of rose plant.
Do u see any insects especially spider mites underside of leave?? insect like spider mites are the career of such disease.
If it is rose rosette then remove the infected branches.
