This evening primrose (Oenothera Pallida) is growing in soil bed with morning sun only 8am - 11 am. Can some one tell me what is wrong with it? The main stem got some black soot apparently. Other plants in same soil bed are doing fine.

Same plant in pots (semi shade) are on flowers.

It may be an obvious comment, but it seems that your primrose does not like the clayey soil and this heat combination. Even the other (red) flower plant seems to be wilting (although perfectly green). Is the soil in the pot different by chance?

it is due to Stem and Root Rot..which is result of rains and clay soil.

Yes the soil in pot is different and is amended with leaf compost. But the ones in pots are also not looking happy. Although flowering, they are in not in best of the shape. I will post pics tomorrow.

Nopes. It is already heavily crowded bed and plant spacings are less than usual.

100% correct. But the culprit can be fungi, No? Drainage is good in this bed, It is 2 feet raised bed, not sure why this happened.
