How to stop new shoots from a particular point?

I heard there is a paste or substance which is used to stop new shoots from emerging if applied on the exact place where new shoots are to emerge. My wisteria in ground has lots of new shoots on thick stems. I want to control the growth habit and want them to grow upwards only. Pruning them will increase their growth instead of slowing them. I want to apply any substance to that lower area(around 1 feet of stem having lots of new shooting points) so that no new shoots emerge from this area.


Any tips?

Dont want them rub them off.These are leaders, will grow very lomg if suported so can be used to spread it in other directions. They are alo good for layering.
