Oriental lilium Crystal blanka plants dug up after leaf yellowing upto first week of April and the last one picture on 3rd week. Total 7 bulbs from average ones dug up to-date and have same average size of 2". Other 7 plants including largest ones are still green. The results are good and compliant the requirements as planned (size >= original bulb) :D .
LA also are still green so not disturbed one green plant dug up and found bulb 2" in size :) .
Now second stage is bulb preservation so I dipped in fungicide and kept them in slightly mist peat-moss in shopper and kept it in room where temperature remains below the 30C. In June onward may transferred to refrigerator while keeping very low mist to maintain dormancy till August as I cannot arrange temperatures of 2C. :( .

I feel the bulbs should be dug at the stage shown in your 2nd picture, why wait?

In my opinion for average size bulbs 12cm - 14 cm a 7 inch pot is required as sufficient bulb roots and stem roots development. Bulb >15 cm in circumference may need larger pot. Soil quality and feed method may vary the requirements of pot size.

Only few of the Vietnam bulbs have sprouted and may take another two months to bloom, tallest is about 10 inches..
I have harvested and placed in refrigerator Most of Asiatic lily bulbs by 10/5/16, the small bulb lets planted, have grown to over an inch in size.
Three pots having fresh sprouts almost on buds are left for observation.
Five of the smaller bulb had also re-sprouted and are also under observation.

The tallest had only one bud/flower on first bloom, on re-sprouting it has 7 buds.I think 10 inch pot is ideal for a bulb.

To my mind minimum requirement is; One inch from top for water, Four inches for the stem roots, An inch to two for the bulb and remaining space for the basal roots, that makes it at least 10 inches.
