You are absolutely right these baby plants emerging from base or soil are known as 'Stool cuttings' ... they are more robust and survival rate is higher.. but not all cultivars produce many baby plants... moreover, these stool cuttings should be removed and replanted when they are 3 inch maximum otherwise the vigor would lost..

these days dwarf variety of mums is blooming in nurseries, is it propagated same way and their cuttings will produce same dwarf variety.
