watering in winter ???

how much water is needed by a plant in winter, water is stored in overhead storage tank and it is cold due to stored overnight , so which is the best time for watering .. i in these days watering in the evening and morning times ???

its good to water in morning.first of all prick the soil with a knife.the soil may be seems dry on first look.pricking is to ensure is the soil moist or actually dry.
never sprinkle water over the foliage specially pansies.it may cause downy mildew.its good to keep the hose & the water runs in the bed.
by morning i don,t mean early in the morning like 6-7 am but 9-10 am.
