So, is PHA now able to identify any varieties of lillium or tulips that do not require any sort of chilling here in Pakistan. Or those who follow the life cycle of daffodils

It were imported from Holland already chilled and processed. 60,000 tulips and near about liliums and thousands of other type of summer bulbs planted. The main question is if it all is now asset of PHA, how they will manage bulbs for next year. Liliums have emerging bulblets from bottom which may in million.

Millions of bulbs were planted in Lahore, Multan and other cities.
One of the objective(making money) was achieved. Next year NEW BULBS.

That's right, green works earn big profits and commissions from both Holland and PHA. Let's see that bulbs where to go.

If they allow them to stay in ground and observe which varieties rebloom they can facilitate alot of eager gardeners to identify self-blooming non-chilling varieties for hotter regions of Pakistan

We have frost free and short winter now in Lahore and Liliums may emerge and bloom more late which will negative impact on plant and bulbs. If we have a little space in domestic fridge, its good in this regard.
So, we should accept liliums with exception of chilling.
