They would require green house temperatures for germination if at all (Mardan Temps are almost 0 at night during January).
But still if you are able to germinate them, there performance will reduce....with short growing period.

Yes Hamad this is the right time to sow seeds.Sow seeds.when your plants gain hight cut off the stems so you can keep your plants bushy plus dwarf.insert the cuttings in shady place & water regularly.after five days the cuttings will produce enough roots.pull out the rooted cuttings & plant in the final rows.remember that rooted cuttings give best results when it comes to Inca.the plants are dwarf, compact & clean.the flower size is bigger than the ones raised from seeds. The plants from rooted cuttings are strong as the stems are very strong.Strong plants are very important as Incas blooms are very big plus rains start.I have transplanted my Inca its early but i,l take cuttings twice after the Eid Inshallah.
One thing to remember there are two types of Inca.Inca I & Inca II.Inca I flowers are larger & brighter but fewer in number on per plant as compaired to the Inca II.Inca II flowers are than the I.I but are borne more in numbers per plant.
I personally like Inca I which is the true Inca.so when purchasing seeds make sure you are getting Inca I seeds or seedlings.

From the final rows you mean in front of the bed,as you say the rooted cuttings are dwarf(compared to plants grown from seeds, even after cutting off the top), as such be planted in front of the original plants.Does it also mean that the bed should be roughly halved between the two- the seed grown plants & the cuttings ?UMARKHANMARDAN wrote:Yes Hamad this is the right time to sow seeds.Sow seeds.when your plants gain hight cut off the stems so you can keep your plants bushy plus dwarf.insert the cuttings in shady place & water regularly.after five days the cuttings will produce enough roots.pull out the rooted cuttings & plant in the final rows.remember that rooted cuttings give best results when it comes to Inca.the plants are dwarf, compact & clean.the flower size is bigger than the ones raised from seeds. The plants from rooted cuttings are strong as the stems are very strong.Strong plants are very important as Incas blooms are very big plus rains start.I have transplanted my Inca its early but i,l take cuttings twice after the Eid Inshallah.

@Umar Khan....apologies i read you wrong i guess. Plant you can for sure but not start/sow. That is what is done in academy for spring display.
Seedlings are purchased from market and transplanted after last frost i.e. 20 Jan. Includes Petunia and Snapdragons. They do fine till late May, however the full bloom is delayed till about mid to late April.
