Neem oil usage for pests and bugs.

Neem oil usage for pests and bugs.
A thousand salutations!
Was wondering how Neem oil would be applied and which type of said oil would be best, i.e.; concentrate/extract from a pharmaceutical (An idea i got from someone on this forum) or the type you get from a local sanyasi or herbal medicinist?
Once i do get my hands on some, should i apply it straight or dilute it in water (Assuming by some miracle oil and water decide to mix just this once for lil ol me) or some other substance?
Lastly, once mixed, do i foliar feed the plant or add it to the nutrient mix and soil feed?

There is a principle called "Keep it simple and straightforward" (kiss principle) which is useful in gardening. Oil and water won't mix very well and you won't be able to spray it without an additive that can disperse oil in water. It is a long story so lets begin with simpler things. Applying the Neem oil without any bugs would be like trying to find a cure without a disease. May be the proper discussion to begin with is what diseases / bugs are hurting your plants? Instead of Neem oil, you may simply boil fresh Neem leaves in water till the water solution becomes brown. Some people find it useful for aphids etc. No need to run after sanaysi babas and aamil pashas for Neem oil and waste your money.

I have a case of leaf miners on my medical cannabis plant, which i think i have been able to bring under control with neem+soap(for emulsion)+water. There were strange thin trails on some of my larger leaves, the buggers were burrowing through the vegetation. I was able to diagnose this pretty accurately thanks to some other forums on the web.
Im just starting out with growing hence keeping it simple with just one plant ATM. After spraying for two weeks every 2-3 days and removing some of the infested foliage i think i might have it under control for now. Will keep a close eye on the baby for any signs of
Isn't it a good idea to keep your outside plants treated periodically with Neem? From what i've seen it's pretty mild and safe for both plants and humans, and it's organic; Like taking vitamins to keep your defenses up just in case.
