Can you please identify the disease/pest on these plants and suggest a remedy. I think they are also infecting the healthy nearby ones.

Thanks for the reply. Yes it looks like scale insect and after a few google searches, I have come up with the best remedy for this problem with least use of chemicals.

Yes I did try the home made solution, it seemed to have some effect on the scale insect. I noted that the scales decreased in number in following days, but then my rose plant also died. May be the infestation had advanced too much. Thankfully my other plant the butterfly buckweed has survived the infestation and is flowering nicely, I love watching honeybees pollinating on its flowers while collecting nectar.
Is there any guide on bee nesting or does someone on this forum do it as hobby?
